TYC launches ‘Black Hat March’ from Dharamshala to Delhi, condemning China’s new “ethnic unity” law

DHARAMSHALA, March 31: The Tibetan Youth Congress (TYC), the largest pro-independence organization in exile, on Tuesday launched a 26-day protest march titled the “Black Hat March” from Lhagyal Ri in Dharamshala to Delhi. The march commenced with the participation of 65 activists representing 20 regions across India and will conclude its first day at Sarah College for Higher Tibetan Studies.

The march, scheduled from March 31 to April 25, 2026, derives its name from the symbolic “Black Hat,” which represents the Chinese Communist government. Organizers described it as a metaphor for decades of repression, during which Tibetans have been systematically deprived of their fundamental freedoms under the pretext of “social stability.” They further alleged that Chinese authorities have, through deceit and fabricated charges, targeted countless innocent Tibetans, including past and present political prisoners—most notably the 11th Panchen Lama, Gedhun Choekyi Nyima. The metaphor likens these actions to “placing a black hat on a white person,” signifying the unjust criminalization of innocent individuals, many of whom have faced arbitrary detention, torture, and death.

The organizers also strongly condemned and opposed the so-called “Law on Promoting Ethnic Unity and Progress,” consisting of seven chapters and 65 articles, which was passed on March 12, 2026, and is set to come into effect on July 1, 2026. They characterized the law as a mechanism of forced assimilation and cultural erasure, alleging that it systematically strips people living under Chinese colonial rule of their fundamental rights and identity.

Tsering Choephel, President of the TYC, expressed strong concerns over the “Law on Promoting Ethnic Unity and Progress,” while firmly rejecting Beijing’s characterization of Tibetans as an “ethnic minority.” He asserted that such labelling is inaccurate and dismissive of Tibet’s distinct identity, culture, and historical legacy. Speaking on behalf of the organization, he emphasized that Tibetans do not identify as an “ethnic minority,” but as a people with a unique and independent national identity.

A special ceremonial flag-off for the march was held in front of the exile Tibetan government, officially known as the Central Tibetan Administration (CTA), where President Penpa Tsering paid his respects to the participants.

The Tibetan political leader addressing media representatives stated that Tibetans from across India have united to protest against the so-called “Law on Promoting Ethnic Unity and Progress” passed by the Chinese government during its annual “Two Sessions.” He argued that “this law now gives a facade of a legal garb for the Communist Party to trample on anybody who goes against the law. The name itself sounds very nice, which connotes the unity of the different ethnicities within China. But unfortunately, this law is aimed at the eradication of all nationalities, including the Tibetans, not just the Tibetans, but also the Uyghurs, the Mongols, and other minority communities or the nationality communities within China.” 

He further asserted and warned of its long-term implications, stating that “this is going to accelerate assimilation and destruction of all national minorities. Right now, the present administration under Xi Jinping’s whole idea is if there are no nationalities, there won’t be nationality issues. So, how do you make sure that there are no nationalities? So you cannot kill all the nationalities like Tibetans or Uyghurs. So that is why now they have embarked on this policy that uniforms, uniformize everything within China so that there’s only one identity, a Chinese identity, nothing else. So this will have far-reaching consequences for Tibetans and others if this continues for two or three decades down the line, it could amount to genocide or even cultural genocide. Very, very, very, very detrimental for the Tibetan people.” 

Security Minister Gyari Dolma, who attended the opening ceremony as the Chief Guest, stated that while the march may not overturn the new law, it is crucial to express strong condemnation and a collective response. She expressed hope that the march would raise international awareness about the Chinese government’s actions against various nationalities, including Tibetans.

The ceremony was also attended by Shri Ajit Nehria, President of the Indo-Tibetan Friendship Association; Shashwat Kapoor, State General Secretary of the Bharatiya Janata Party (BJP); and members of the 17th Tibetan Parliament-in-Exile, Tenzin Jigme and Lhagyari Namgyal Dolkar.

The march will culminate at the United Nations office in Delhi on April 25, coinciding with the 11th Panchen Lama’s 37th birthday, where participants will submit four key demands: the immediate repeal of the “Law on Promoting Ethnic Unity and Progress” to end forced assimilation policies; the release of the Panchen Lama and all Tibetan political prisoners; recognition that Tibet is not a resource colony and an end to what they describe as ongoing genocide; and an expression of gratitude to the Government and people of India for their unwavering support of the Tibetan community in exile.
