CTA launches online Green Book for Tibetans worldwide

DHARAMSHALA, Aug 29: The Department of Finance of the Central Tibetan Administration (CTA) has announced the launch of a new Green Book Online Application Portal, a step forward in digital transformation aimed at making services more accessible for Tibetans worldwide.

The Green Book, also known as Chadral Lakdep in Tibetan, represents the voluntary annual financial contribution made by Tibetans in exile towards the CTA. It is regarded as both a civic responsibility and a symbol of solidarity with the Tibetan cause.

According to the announcement published on CTA’s website yesterday, the new portal will allow Tibetans to apply for, update, and manage their Green Book applications digitally. Beginning September 1, 2025, applicants will be able to complete and submit forms online, upload supporting documents, and track the real-time status of their applications.

While some physical steps such as mailing signed forms and receiving the printed booklet will remain, the system is expected to significantly reduce dependence on postal services and in-person visits.

The Department of Finance stated that the initiative, launched under the guidance of the Kashag, is intended to improve transparency, efficiency, and coordination across Tibetan settlements and diaspora communities. Official circulars have been dispatched to Tibetan Settlement Officers, Offices of Tibet, and Bhoed Rawang Denpai Legeul (BRDL) representatives in areas without settlement offices to support the rollout.

The launch also coincides with the yearlong commemoration of the 90th birthday of His Holiness the 14th Dalai Lama, reflecting his vision of progress, unity, and empowerment for all Tibetans. To assist applicants, step-by-step video tutorials are available on the portal’s homepage.

Encouraging all eligible Tibetans to embrace the hybrid digital system, the Department of Finance described the initiative as a milestone toward building a more efficient and accessible Green Book process for the future. The portal can be accessed at Greenbook.tibet.net.
