DHARAMSHALA, Oct. 30: Well-known educational sociologist Dr. Gyal Lo is facing the prospect of a Chinese court judgment being pursued for enforcement in Canada after legal documents were delivered to his Toronto residence in an incident that Tibet Action has described as an escalation of Beijing’s intimidation campaign against him.
According to Tibet Action, the documents were delivered to Dr. Gyal Lo’s wife on September 23, while the scholar was testifying before the United Nations in Geneva. The legal papers reportedly outlined a lawsuit filed in the name of Yunnan Normal University, where he previously served as a professor of educational sociology.
The organisation said there is currently no legal case against him in Canada, but alleged that the documents signal China’s intention to seek enforcement of a judgment from a Chinese court within the Canadian jurisdiction.
Dr. Gyal Lo has spent years documenting and exposing China’s residential boarding school system in occupied Tibet, which separates Tibetan children from their families and, according to his research and testimony, undermines their linguistic, cultural, and national identity through state-directed assimilation.
His research and advocacy reportedly drew increasing scrutiny from Chinese authorities, culminating in the termination of his university employment. While preparing to pursue a wrongful dismissal case, he was warned that his life was in danger and subsequently fled to Canada in January 2021.
Since relocating to Canada, he has continued to bring international attention to the impact of China’s education policies on Tibetan children. Tibet Action said the scholar has faced a sustained campaign of intimidation, including harassment of family members in Tibet, attacks by Chinese state media, attempts to undermine his academic credibility, and suspected surveillance in Toronto and Geneva.
The organisation characterised the reported legal action as a further escalation of these efforts, alleging that Beijing is seeking to extend its pressure campaign beyond China’s borders by invoking its domestic legal system against a critic residing in Canada.
Despite the mounting pressure, he has vowed to continue speaking out against the policies affecting Tibetan children. “The Chinese government will never succeed in silencing my voice,” he said.
Tibet Action has called on the Canadian government to ensure Dr. Gyal Lo’s protection and condemn what it described as an attempt to weaponise the legal system to intimidate a Canadian resident for his human rights advocacy.
The case raises broader concerns about the potential use of legal proceedings initiated in China to exert pressure on critics living abroad, particularly those who have brought international scrutiny to Beijing’s policies in occupied Tibet.
