DHARAMSHALA, June 10: Two senior Central Tibetan Administration (CTA) officials have been posted to two key diplomatic positions in Tokyo and New Delhi on Wednesday according to CTA run Tibet.net. Secretary Lobsang Choedak has been appointed the new Representative of the Office of Tibet in Japan and Secretary Jigme Tsering the new Representative of the Bureau of His Holiness the Dalai Lama in New Delhi.
According to separate circulars issued by the Cabinet on June 9 and June 10, the appointments were made in accordance with Article 19(1) of the Public Service Commission’s Rules and Regulations, which stipulate that Representatives of His Holiness the Dalai Lama at the Offices of Tibet are appointed by the Cabinet in the presence of the CTA President and ministers.
Secretary Lobsang Choedak, who currently serves as Secretary of the Election Commission, has been appointed as the Representative of His Holiness the Dalai Lama for Japan and East Asia. He is scheduled to assume charge of the post on September 28, 2026.
A career civil servant with more than two decades of service in the CTA, Lobsang Choedak joined the administration on February 11, 2003, as Under Secretary at the Tibetan Settlement Office in Dharamshala, where he also served as secretary of the Indo-Tibetan Friendship Association. Following his confirmation as a permanent staff member later that year, he continued in the same capacity before being transferred to the Paonta Cholsum Tibetan Settlement Office in 2006.
In January 2007, he joined the Department of Information and International Relations (DIIR), where he steadily rose through the ranks. He was promoted to Deputy Secretary in 2009 and Joint Secretary in 2013. In January 2017, he was posted to the Office of Tibet in Japan (the Liaison Office of His Holiness the Dalai Lama, Tibet House) as Secretary. He later served as Additional Secretary in the Cabinet Secretariat from August 2020 before being appointed Secretary of the Election Commission in December 2024.
Meanwhile, Secretary Jigme Tsering, the former Representative of the Office of Tibet (Tibet House) in Brazil, has been appointed as the new Representative of the Bureau of His Holiness the Dalai Lama in New Delhi. He is expected to take charge of the position on July 28, 2026.
Born in Ladakh in 1967, Jigme Tsering currently serves as Director of the History Documentation and Interim Placement Section under the Cabinet Secretariat. He first joined the Department of Information and International Relations as Joint Secretary in 2005 and was promoted to Additional Secretary in 2012. During his tenure at DIIR, he also served as Director of Tibet TV.
In 2016, he was appointed Acting Secretary of the Public Service and Election Commission and was formally promoted to Secretary of the commission the following year. On May 15, 2019, he assumed the role of Representative of the Office of Tibet in Brazil, serving as the representative of His Holiness the Dalai Lama and the CTA to Latin America for nearly seven years. He was transferred to the Cabinet’s History Documentation and Interim Placement Section in May this year before receiving his latest appointment to the New Delhi bureau.
The appointments come as part of the CTA’s ongoing administrative reshuffle, placing two experienced officials with extensive governmental and diplomatic experience at strategically important offices representing the interests of His Holiness the Dalai Lama and the Central Tibetan Administration abroad and in India.
