DHARAMSHALA, Sept. 20: The Tibetan Parliament in Exile appointed the Commissioner of the Tibetan Election Commission and a member of the Public Service Commission on the final day of the 2024 general session, through a secret ballot in the house.
For the position of Chief Election Commissioner, two candidates were nominated; Lobsang Yeshi, a former Tibetan Parliament member and former Vice President of the Tibetan Youth Congress, and Lhalung Gyal, an academic exile from Tibet with a background in cultural research and teaching at Norling College. The parliamentary vote resulted in Lobsang Yeshi receiving 29 votes, while Lhalung Gyal secured 12 votes, with three votes declared invalid. Lobsang Yeshi was thereby elected as the new Election Commissioner.
Lobsang Yeshi’s extensive public service career spans several decades. He was elected twice to the Tibetan Parliament representing the Dotoe (Kham) region. He also served as the Settlement Officer of Lugsung Samdupling Tibetan Settlement in Bylakuppe, South India, in 2021.
For the Public Service Commission, the parliament considered two candidates; Thubten Yarphel, Principal of Namgyal Monastery Institute, and Tsultrim Dorjee, Principal of the Upper Tibetan Children’s Village School in Dharamshala. In the secret ballot, Tsultrim Dorjee garnered 24 votes and Thubten Yarphel secured 18 votes. Tsultrim Dorjee was therefore appointed as the newest member of the Public Service Commission.
Tsultrim Dorjee served as a teacher in the Tibetan Children’s Village, one of the largest Tibetans refugee school system in Exile. He is currently is the Director of the TCV schools.
