I am not sure if the rfa report on Kalon Tripa's speech is inaccurate, but have noticed some differences between what has come thru Phayul and rfa.
1. resolve the Tibet issue on the basis of mutual benefit" denotes a difference with "dialogue."
2. "supports the Middle Way that surrenders Tibetan claims of independence"
The word surrender, under the present conditions in Tibet would seem a volatile word to use , if indeed Katri did use it.
3 Quoting one western analyst with reference to other countries making a concerted effort to push China harder to resume talks with CTA
"It would be easier to imagine if His Holiness were involved"

THis comment opens up a raft of discussion.
