Subject: Was it World Bank terms and conditions

Why on earth is India giving road building to Chinese company, are there not enough Indians to do the work. Or perhaps it was terms and conditions set by the World Bank in order to secure the funds. Rather like NZ closing down rail freight wagons works and giving the job of 500 new rolling stock to China. Trouble is all the wagons have been delivered with faulty brakes.
