Chinese tourists have far outstripped western tourists for some time. The largest of these proposed developments, on the Indian border, is more like an eyewash to hide massive military build up under the verbal guise of model villages. India should not be complacent, China is like a cobra, it mesmerizes the victim with a pretty dance, then it strikes, and more often than not the victim is much larger than the snake,but that equation offers no protection.

Developing tourism in Tibet has long been part of China's plans with a projected earnings goal of 15 mill annually by 2015. Unfortunately for them the immolations have put a kink in their plans. Rajan is correct in saying that advertising tourism internally is more about showing the Chinese people that all is well in Tibet. Internal stability is crucial to the health of national unity and trust in the CCP. It additionally sends a similar message externally. However, allowing international tourism to resume in Tibetan regions runs the risk of exposing to the world what is really going on, hence marketing to international sources is not central to the plan at this point. Remember the Tibetan monks at the Johkang after the 2008 uprising, who accosted anyone with video and poured their hearts out to them about the suffering they were enduring? Those videos were seen globally and revealed to outsiders that things in Tibet were not as China continually insists they are. I think Samphel might be slightly off the mark here, as the Chinese citizens who can afford to vacation in Tibet are not likely to leave the cities of the East to move to Tibet which is remote and is branded as a novelty and where opportunities to earn the kind of money they currently receive is not commensurate. This move is an attempt to normalize what has been for the Chinese, an out of control situation in Tibet. I just wonder how they'll disguise all watching eyes, security camera's, fire extinguishers, and Ak47's....
