I Agree with Tibet4tibetans – Fairness - Equal opportunity - absence of Nepotism & absence of Sycophancy will flow naturally into TRUE harmony. Then you don’t have to force feed ………

In keeping with changing time, Tibetan officials, especially those serving in settelements and public office must shed of some of the old values like- assuming a bossy neo-kudak attitude. In one of HH's public speeches in Hunsur, he went to the extent advising: learn to put pressure on the Shigos-place all your problems before him/her- and if they do not pay heed, come direct to me. The officials must be proactive with the people. Thus:

1. Personal visitors should be treated equally.
2. Letters and emails should be replied atleast within a week.
3. Telephone calls, especially from a weak caller should be received patiently and warmheartedly .
4. Officers must be free of parrochial/factional attitudes. This has ruined our harmony like a cancer.

I welcome the news of Transfer of CTA officials! This goes long way in bringing a culture of fairness in our govt which has been missing for so long, not to mention a morale boast employees will get knowing that each of them has an equal opportunity to serve at lucrative offices they all long to work someday, especially overseas Dhonchoe Khangs where everyone earn salary in US $$$$$$$!

However, due to our long practised culture of Nepotism and Sycophancy in our TGIE, many employees get 'preferential treatment' and continue to work at coveted offices and enjoy benefits at the cost of others employees...as if their appointment to the posts are for lifetime, like the justices of supreme court!

The most conspicious employee to enjoy such "preferential treatment" that fits as perfect example is the current Secretary at the Office of Tibet, NY, Tsewang Phuntsok. I'm sure this guy has seen atleast 3 or more Representatives come and go in his over 15 years in the office, but he continues to be retained there! Why???? What's it that he can do and other staff of CTA in India cant do that he needs to be retained there for so long? Isn't he covered by the service rule of CTA that any employee who's stationed overseas must to be replaced after 4 or 5 years and send in another one..unless a critical situation warrants extention of one more term???? Why should he get special treatment at the cost of other employees who are equally able and has equal right to work in OOT NY like he does but their right are being deprived?

I urge Katri Lobsang Sangay or any Kalon who's reading this comment to do the right thing immediately for sake of greater good: replace Tsewang Phuntsok ASAP and send in another staff from India, so he/she also gets equal chance to work in NY and earn $$$$. And likewise, when he/she completes 5 years, replace him and send another one!

I have nothing against him personally and actually I dont even know him personally, but honestly Tsewang Phuntsok has been in OOT for so long that he's an eyesore and has become a symbol of sort of sycophancy and lack of fairness in our govt!

And talking about OOT, NY, it's worth mentioning Lobsang Nyendak also, current Representative. It's time for Kashag to start looking for candidate to replace him also.

I'm not as aware of staff in other overseas offices of CTA, except for Sonam Dakpo who's Representative in Australia. Same employee turnover rule must apply to him also and Kashag should start looking for his replacement.

I urge fellow Tibetans to name names of CTA employees who re retained at same stationed for unfairly long period time and request Kashag to replace them for the sake of fairness and trust in our govt. Let Fairness and Equal Opportunity be the culture of CTA!
