Consulates in Lhasa

It's important for both India & the US to have consulates in Lhasa (and for other countries). The nearest foreign consulate to Tibet is in Chengdu, China, thousands of km from Lhasa. Foreign consulates will help facilitate the monitoring of events in Lhasa & Tibet & to assist Tibetans to get visas to visit India & the US.
Both India & the US should not allow China to open any more consulates in their countries until China permits consulates in Lhasa.
