Arresting Tibetans who were peacefully protesting Chinese atrocities in Tibet is a violation of Art. 12(2) of the Nepali Constitution. The Kathmandu police are acting illegally and without proper authority in arresting anyone who is peacefully expressing their views about China & its policies in Tibet. Tibetans in Nepal should get a court order enjoining Kathmandu police from arresting Tibetans for peaceful expression.
