Instead, he's trying to make a point by saying that IOC is trying to play smart by throwing us the crumbs while still keeping strong bonds with China. Cartoonist doesn't mean a mere person who can draw, rather it means who can draw picture in the minds of the readers. Loten: The Hunger Strike is not over yet. The strikers are not discouraged yet.. So, how can you write that the strikers are cheated by the IOC?
